Director Evangeline of Chiayi, Jiaoshung and Mingshon English Language Institute is charged with fraudulent behaviour after withold $NT 10 000 in wages due, by raising an agent fee that did not exist. Another former employee, who has returned to America said that it was her modus operandi (standard practice) to hire and fire foreign and Taiwanse teachers and witholding $NT 10 000 every time. In this way she accrues much free teaching time whilst causing the fired worker to feel inadequate and to be at fault. Set ups to fail include little or no lesson plan preparation time, non provision of basic teaching aids such as flash cards. Providing out dated editions of text book materials and then complaining the wrong page was being taught. Other deceitful practices includes offering to reimburse medical and visa fees, whereas the contract is worded to exclude these provisions. Unreasonable requests include large personal expenditure to start three days earlier on a required date. There was an existing ticket to travel out of Taiwan, but requested an additional trip to start three days earlier. Costs are not reimbursed. A recent employee said 'It's no wonder she was impossible to please. She did not want to be pleased, but instead wanted reasons to sack you so she can get her NT$ 10 000 of free teaching. Not only is this witholding of wages a form of oppression, it is very emotionally draining and batters your confidence and sense of self esteem as you go through her rort.' In late 2013 and early 2014, Director Evangeline churned through three foreign teachers, about one every four weeks.
